Axel was the same way, that's why I loved the swaddle wraps people gave me, you swaddle them just under their armpits so their hands are free but the rest is as snug as bug in a rug, and it Velcro's so they don't break out. I had two of them and they were great until we had to start swaddling him differently because of his hip thing.
